Fresh Start is honored to have Doyle R. Morrison as our speaker!
Doyle is a justice system innovator with more than 17 years of behavioral health experience and a powerful combination of professional and lived expertise. A Returning Citizen and Veteran, he has dedicated his career to improving outcomes for justice involved individuals living with Serious Mental Illness, trauma, and substance use disorders.
He serves with Pima County’s Department of Justice Services, where he leads community engagement efforts and advances system level reform through the MacArthur Foundation Safety and Justice Challenge. Doyle previously managed the Pima County Transition Center, guiding a team that has supported more than 3,000 people returning from custody with connections to services that reduce recidivism and behavioral health crises.
Before joining the county, Doyle oversaw correctional health programs across Southern Arizona for a national MOUD provider, helping expand evidence-based treatment in jails, DOC, and reentry settings. His work has included court collaboration, first responder partnerships, and large-scale Naloxone distribution in communities most impacted by overdose.
Doyle is known for bridging systems, elevating lived experience, and building community centered solutions that promote safety, dignity, and equity.

Courts will be present to schedule or adjudicate cases. Fine plans will be restructured or eliminated, warrants will be quashed or hearings will be set to quash.
